I just finished reading Obama's book and for a page or so he stresses the importance of funding math and science programs in public schools. He also emphasizes the need for the government to increase the amount of funding goes to scientific research. He wants the US to be able to compete with countries like China that graduate tons and tons of engineers and professionals in science.
